Student leader Neha Bora approached the Delhi High Court on October 19 to challenge a notice asking her to explain why she should not furnish a ₹10,000 bond with a surety to keep the peace during a police inquiry.

Bora, president of the All India Students’ Association, had been detained at Mandi House on October 16 amid demonstrations associated with the Cockroach Janta Party’s Lehra Do Tiranga campaign. She was released the following morning. Police said the release followed formalities under Section 65 of the Delhi Police Act.

The new challenge concerns a peace-bond notice, rather than a fine or a conviction. The notice required her to appear before a Special Executive Magistrate on October 19 and show cause why the bond should not be required. The proceedings invoke preventive provisions of the Bharatiya Nagarik Suraksha Sanhita.

According to reporting on her petition, the notice refers to slogans at Mandi House, protests around Jantar Mantar despite prohibitory orders, and an allegation that she encouraged people to join a Connaught Place protest. Bora disputes that account, saying her call was for a peaceful gathering at Mandi House, where she was detained.

Her plea says the notice provides no specific material showing a likely breach of peace and does not identify the occasion or period in which one is feared. She argues that the proceedings infringe freedom of expression, peaceful assembly and personal liberty. These are her legal claims; the cited reports do not record a High Court ruling accepting them.

Her petition also seeks protection from coercive action. It says she could face detention if required to execute the bond and then failed to comply, making the challenge about personal liberty as well as the right to assemble.

Her lawyers were seeking an urgent hearing during the court’s Dussehra break. The case arises amid protests over the Election Commission’s revision of electoral rolls, which protesters argue could exclude eligible voters.
